Byl vystaven německým úřadem pro ruské emigranty v roce 1936. Takzvaný Nansenův pas byl zaveden v roce 1922 jako cestovní doklad pro ruské uprchlíky bez státní příslušnosti. Vydával jej stát, ve kterém se uprchlík zdržoval. Pas opravňoval uprchlíka k tomu, aby se mohl navrátit do státu, který tento doklad vydal.
