Ausgestellt wurde er 1936 von der Russischen Vertrauensstelle in Deutschland. Der so genannte Nansen-Pass wurde 1922 für staatenlose russische Flüchtlinge als Reisedokument eingeführt. Ausgestellt wurde er von dem Staat, in dem der Flüchtling sich aufhielt. Er berechtigte zur Rückkehr in den Staat, der den Pass ausgestellt hatte. --- Nansenův pas Vasilije Fedjajeffa zaznamenává místo a datum jeho narození, povolání „podkovář“ a bydliště „Deching, Röhrnbach“. Byl vystaven německým úřadem pro ruské emigranty v roce 1936. Takzvaný Nansenův pas byl zaveden v roce 1922 jako cestovní doklad pro ruské uprchlíky bez státní příslušnosti. Vydával jej stát, ve kterém se uprchlík zdržoval. Pas opravňoval uprchlíka k tomu, aby se mohl navrátit do státu, který tento doklad vydal. Die Gründe hierfür liegen in den deutsch-französischen Beziehungen selbst: Allerspätestens seit Napoleons Feldzügen sahen sich Deutsche und Franzosen gegenseitig als "Erbfeinde". Die Führer der französischen Kriegsregierung wie Georges Clémenceau (1841 - 1929), Ministerpräsident und zugleich Kriegsminister von 1917 bis 1920, hatten die für Frankreich demütigenden Ergebnisse aus der Niederlage im deutsch-französischen Krieg von 1870/71 weder vergessen noch überwunden (Reparationszahlungen in Höhe von 5 Milliarden Gold-Francs; Abtretung von Elsaß und Lothringen). Clémenceau sollte zunächst den deutschen Kriegsgefangenen, ab 1919 ganz Deutschland die aus der Schmach von 1870/71 gezogenen Lehren spüren lassen. Im Interviewmitschnitt berichtet Frau Theresia Groß, geborene Ebertsberger, aus Perlesreut (Landkreis Freyung-Grafenau), wie sie über die Schwester ihres Ehemannes Josef Groß eine Schlüsselepisode von Leid, Not und Elend aus Josef Fruths französischer Kriegsgefangenschaft erfuhr, bevor dieser gemäß den von Frankreich diktierten Bedingungen um 1920 in die Heimat nach Hatzerreut im Bayerischen Wald zurückkehren konnte. Die Forschung weiß Theresia Groß´ mündlichen Bericht im Wesentlichen zu bestätigen: „In Frankreich wurden die deutschen Gefangenen zu schwerer Arbeit eingesetzt (…) Frankreich behielt die Deutschen nach Ende der Kampfhandlungen als Teil seiner Reparationsforderungen zurück und setzte sie in großem Umfang zu Aufräumarbeiten im ehemaligen Kampfgebiet ein (…) Im Herbst 1919 wurden zuerst die Schwerverwundeten heimtransportiert. Nach Inkrafttreten des Versailler Friedensvertrages begann ab dem 20. Februar 1920 der Heimtransport der übrigen Deutschen (…) Alleine über 10.000 Bayern wurden so 1920 repatriiert".
